Second monitor causing pc not to start?

Need some help who ever is out there,
Never had two monitors, just got another one, just got into gaming on pc really. so i dont know to much about pcs internally.
That being said. (my terminology might be off)
It works fine when it gets rebooted, (after i kill the switch in the back and kill the surge protector)
but once i go to "shut down" it wont start back up from the power button on the tower.
the lights on my gpu and mb have always been the same.
please help anything would be greatly appreciated
