Screen lag with youtube videos

See attached video for an example of the issue I am experiencing.

When the camera man in this youtube video pans from left to right or right to left, the video seems to skip, frame drop, jitter, lag? I am not sure how to describe it or what is causing it. OBS screen record doesn't show as much screen lag as there actually is. Can someone please help me identity the issue and come up with a solution?

When I watch these youtube videos on my phone or my xbox, this problem does not occur. The video lag only occurs on my pc plus samsung monitor. This issue started about a week or two ago from today: 07/11/22
