I have problems with my windows, i cant download programs that isnt in microsoft store and more i am very limited, i am the administrator of the pc if thats helps, everytime i try to download some apps like "speedfan or other programs" i get a microsoft window where is says that i cant download programs outside microsoft store, i have also problems with that i cant change background picture and lots of other things.

is the PC on a Domain?
are there Group Policies in place?
have you installed and ran any tweaking programs - like O&O's ShutUp10 can have this effect?

have you created and tried from another Admin account to see if it is still there?

log into the PC with a username name of PC name\administrator account userid and see how you go.
 
From the sounds of it S mode setting have been activated.

Windows 10 in S mode is a version of Windows 10 that's streamlined for security and performance, while providing a familiar Windows experience. To increase security, it allows only apps from the Microsoft Store, and requires Microsoft Edge for safe browsing.

You can check whether you’re using S Mode by going to Settings
Then System
Select About
On the About page, scroll down to the “Windows Specifications” section.
If you see the words “in S mode” to the right the Edition entry, you’re using an S Mode PC.

In order for this to be done it has to be done manually it is not something that just happens.

I do not find any windows S mode

I dont think my pc is on a domain, i dont really know about group policies and if those are in place. i have not installed any programs without steam, google, discord, ts3 and just the basic.
 
to check for a Domain, go to Control Panel, System, 3rd group down in the Computer name, domain and workgroup settings section, if it says Workgroup: WORKGROUP then you aren't part of a domain.

where did the PC come from; retail shop, home, business, 2nd hand, custom built etc?

right click the Start button, click Command Prompt (Admin), does it ask for a password to be entered?

did you try logging on as another user?

Post the screen shot for Post # 5 please.

That is why I never trust EBay it may be an OK copy or it may be a forged copy.

You can download and create your own install media from the Windows site.

Is Windows registered

On you picture in Post # 9 where is say View by:
Click on Category and select one of the Icon views then try what @Bruce posted in Post # 8

some of the unanswered questions will be covered by providing your complete PC specs.
do the following to get those.

get Speccy from here; https://www.piriform.com/speccy/builds
in Speccy, click File > Publish Snapshot > Copy to Clipboard > Close.
now you can paste(Ctrl+V) that link into a post.

that list will show if you are on a Domain, what OS you are running, what programs you have installed, whether you are an Admin.

other outstanding questions you can answer are;
  • where did the PC come from; retail shop, home, business, 2nd hand, custom built etc?
  • right click the Start button, click Command Prompt (Admin), does it ask for a password to be entered?
  • if the PC has other user accounts, try logging on as another user, if not, create one
the link provided in post 11 will take you to the Microsoft site, hit the Download tool now button if you want to download the latest Windows 10 image file. that file can then be used if you ever want to install a fresh copy of Windows.

the fact the you got Windows from eBay rings many alarm bells, namely it's huge potential of being a fake,
who installed it on your PC?
was a Product Key entered?
how much did you pay for it?

I can not install speccy on my computer for some reasons (can only install microsoft programs)

1. the pc is from a norwegian shop
2. i dont get a password when i open command promt
3. the has not another account logged in on
 
Do you have an outer computer that you can download to?
You can download the installed to another system and manually transfer the installer via a USB storage device.
Then run the installed on the affected system

Yes i can do that but what if i already have windows installed on my main pc
