When I try to start the computer, the startup sound is played, such a *peak*, the fan on the power supply makes 1-2 turns, with a very tight sound, the blue light on the video card lights up.
After 2 seconds, it calms down, the red light on the video card lights up (I think it's just an indicator for turning the video card on and off).
Then he tries to turn on again, 2 seconds, turns off and so on again and again.

Yesterday my computer was making loud noises, which I think were related to the power supply, it was spinning rather badly. I turned it off and went to bed, when I turned it on in the morning, the sound did not disappear. I opened the cover and blew into the power supply to blow off the dust, also turned off and put back the power for the hdd (because a few days ago my disk was out of order and I solved the problem in this way, I thought it might help in this situation) . And after that, he completely stopped turning on, as described above.

How do you think, how can I be sure that I need to buy a new power supply? It can turn on and off like this after 2 seconds, is this a typical problem for the power supply?

Give us your complete pc spec's and complete psu spec's.. It could be the psu.. Did the fans sound like they were running at high speed?
 
CPU: i3-8100
GPU: 1050 ti 4gb
Motherboard: asus h310 prime
RAM: 2x8gb
Drives: Toshiba 1tb(hdd, i got some problems with it), Kingston 500gb(ssd).
No additional fans, psu was together with pc frame.

(i do not touch the start button after the start, it tries to reboot itself)

Problems started abruptly, everything worked yesterday. My light was turned off, after turning it on, I waited 10 minutes and started the PC, it started up and worked fine, but after a minute the noise from the power supply fan started + it was spinning rather badly, I turned off the computer and went to bed, and in the morning it no longer turns on .
