I got my PC a few months ago, and it ran mostly smooth until now. The flash screen pops up and the computer tries to boot, but then it freezes and restarts the process. I got a samsung 980 evo in hopes of solving the problem with a fresh install of windows, but the problem persists even before letting me setup windows. I thought that it could be a power supply issue, but in bios the the wattage for 12V 5V and 3.3V are all just .02V below their respective values. Any ideas on how I could solve this?

PC Specs:
Ryzen 9 5900X
3070 Ti
Asus X-570
Corsair RM850x (80+ gold)
 
had there been any recent hardware changes, or new software installed?

when you fresh installed Windows, did you unplug the current drive and insert the new drive, then reload Windows?
and while reloading, have the PC disconnected from the web?
did you get the most recent build, using the Windows Media Creation Tool to create a bootable USB stick?

I installed a new ssd to attempt to solve the problem (its brand new and there’s nothing on it). A few weeks before the problem I got a new mouse, but I don’t think it would affect startup. I was unable to fresh install windows because the PC would restart before I could get to the windows installer. I tried booting the PC while it was connected and disconnected from the internet, the PC still restarted. I used the media creation tool to get a bootable USB drive, but my PC keeps restarting before I can even get to the startup screen. Thanks!
 
is that Samsung 980 EVO the NVMe PCIe Gen3 variety?
your mobo has a Gen 4 slot, which are backward compatible, so that shouldn't be the issue.

is this new SSD replacing another M.2 unit?

with the new SSD in place and the USB stick with Windows plugged in, have you told BIOS to boot from USB first?
or there is a Fn key to bring up the Boot Menu as the PC starts, think it's F12.
