Hello,
I recently transported my pc from a different location, and ever since I have not been able to boot up to Windows (save for a couple random times). The computer shows small green lines when going through the boot sequence, and either continually cycles through the boot sequence or shows the "It looks like Windows didn't load correctly" screen. I have a TUF sabertooth x79 with an i7-3820 and a 980ti (with 850 evo ssd).

Oddities:
-Pc takes much longer to show the TUF logo than before the issue existed
-the fans spin faster (audibly) when starting up
-the pc has booted to windows randomly 2 or 3 times, works fine from there and I have reinstalled the GeForce graphics drivers from there (no change)
-sometimes when I press the power button now, it will immediately shut off instead of taking a few seconds (fans will speed up for a second or two before system shuts off)
-on the bios screen, a few of the small green lines appear. When I hover my cursor over them, they disappear and new green lines appear somewhere else on the screen

I have tried unplugging and plugging back in the graphics card, messing around with settings in bios and the boot sequence (i have since set them back to the defaults), and running the windows repair tool, all to no avail. Any help would be VERY much appreciated, I have a feeling the graphics card has gotten messed up from the relocation, but I don't want to jump the gun and unnecessarily purchase another graphics card.

Other may have more to suggest.

Have you gone through the entire PC to make sure that there are no looks cables power or data?

Pressing the power button will usually put the computer to sleep or Hibernate depending on how the power scheme is configured.

If the motherboard had built in display take out the GPU and connect to the motherboard and see if the same issue happens.

Yeah, I went back just now and checked all the connections, nothing seemed out of place and there shouldn't be any clearance issues.

As far as the power button goes, I just thought it was weird it would automatically change now; this hasn't happened in the past.

And unfortunately, my motherboard doesn't have built in display :/

I appreciate the help though!

Its a Gigabyte G1 Gaming GTX 980Ti (with Windforce on the side of the card)

And I've done both the power to the card and the reseating of the card itself.
 
Check the hard drive is connected fully.
If that doesn’t fix the problem then use the Windows boot media to boot into recovery & see if the green blocks are there. If they are double check the monitor connections especially any screws holding the cable to the PC/monitor. If not then there may be a hardware fault with the hard drive. Run check disk from the installation media>troubleshoot>cmd prompt.
 
in my experience those green lines are graphics card, data ribbon, memory or screen based.
Because you said the green lines move when hovered over, we can rule out the screen.
Can also discount the data ribbon as it’s not a laptop.
And you have removed the graphics card and ran the pc on the inbuilt card, yes?
So what about memory, any chance you can swap it with some from a friend, neighbour, work pc?

Rustys- I haven't over locked it or changed anything in the bios. I checked with a different monitor, unfortunately the lines were still there :/

Bastet- I'll try that tonight and respond then

Bruce- Unfortunately I dont think I have inbuilt graphics (there's no hmdi, dp, or other port I could run the display through). I dont have access to any extra memory atm, but I'm going back to my parents' house in a couple weeks and will then be able to test different memory sticks and a different graphics card. But for now, the kit i have plugged in is 4x4gb, should I try testing it with only 2 sticks (assuming one of the four went bad)?
 
Indeed.
Assuming one stick has gone bad, just leave one in at a time and see if that helps.
But my money is on the graphics card.
 
Okay, I've tried everything now (sorry for the wait) and I agree with you Bruce, its looking like the issue is the graphics card.
Now, one final thing, as I briefly said in my original post, it has actually randomly booted to windows a couple times since this issue has started, and when it has, everything has come up and run normally. So, does this mean something can be done to save the graphics card since it only has troubles when booting? I know its a long shot, just curious.
Anyways, thank you so much Rustys, Bastet, and Bruce, I appreciate you all helping me solve this.
 
Wow, as a matter of fact, I have just gotten lucky again and the computer randomly booted to windows again (first time in a week or so). Anything I should do while its booted up?
 
you could try Windows Updates, and look on the graphics card website for any drive updates for the card.
but you may just be 'getting lucky' and the powers-that-be have sprayed their magical unicorn dust over your PC.
I reckon it'll be a very short lived experience, as you are betting as well.
maybe it is a bad contact, a bit of oxidisation in the mobo, temperature related or simply voodoo magic and the planets have aligned for you.
when you pulled out the card did you wipe its contacts, and the mobo slot, and the card circuitry?

As a last resort, you could format your PC and see if that corrects it. Provided you have everything backed up.
What is your MB without a hdmi or something? It has a 980Ti so should be Modern. The built in GPU would be on your CPU if equipped and not your MB. The MB should just a graphics interface out. Agree it might be GPU
