My current issue is with my 2019 PC I have not experienced any problems until roughly 1-2 weeks ago.

This only occurs when I am playing any video game otherwise I have no noise issues at all. Even when I am gaming I experience no lag, no frame issues, nothing just an extremely loud PC at random times.

Have also noticed when I wake up in the morning from PC being off for the night and I first start to play a game it works fine for a lot longer but lets say the PC is on all day not necessarily doing anything but I normally play at night it does whats shown in last emails video a lot quicker.

Here is what I have done thus far-
---DISM
---SCN
---Removed GPU (Nvidia) using DDU program and reinstalled no fix
---Also my PC is clean of dust/particles I clean regularly

Changes you make across different forums could render you with a computer in a worse state.
 
Sounds like fan noise to me.
They are spinning up then down, repeatedly - is that the noise you are referring to?

Open the case, and using a soft bristled brush to push into the fans, do each one until you find the culprit.

For the case fans, go into BIOS and look of the fan speed profiles. Maybe change it to a less aggressive setting if it's been set too high.

For the GPU fans, similarly go into the NVidia control panel and see what is set.

What would I change it to in BIOS? I personally wouldn't want to mess with it and make something worse lol

As for GPU what would I be looking for in the control panel?
 
In BIOS, what the power plan is on now, knock it down a notch and test.
Can't make it worse, all you are changing is when the fans kick it, and how fast they spin.

In NVidia, you are looking for anything that controls the fans, their RPMs, and their trigger point when to kick into overdrive. I haven't used Add-on GPU's in ages so don't have access to their software now.
 
I will take a pic of my Fan settings in BIOS to see what you think as for Nvidia it only controls video/display settings got nothing for the fan.

In the second (middle) pic, where you have the 1 2 3 buttons for the corresponding system fans, clicking the gear icon (settings) should allow you to change things.
Whatever it is on now, try changing to whatever it allows; auto, defaults, best performance, best power - whatever the choices are, try them all.

As said, I haven't played with GPU for ages, but memory seems to suggest NVidia had a way to do it, maybe I'm wrong.
If not by NVidia, see if BIOS can control the GPU fan speeds.

Gave that a go and no, however for some reason today it is very difficult to get it to run loud, normally I play a game for like 5minutes after I wake up in the morning and it starts doing it today it didn't do it at all. But then I went to test again a couple minutes ago it started doing it again.

Might just need to take it to a shop and see if they can diagnose anything,
 
I agree with @PeterOz 's suggestion above. Use a reputable thermal paste and search for a how-to Youtube vid to see the proper way to apply. This is the paste I use with great results.

PC Gets Extremely Loud Only When Gaming

Hope all is well, seeing if I can get some help and a second opinion on an issue my PC is facing. ONLY when I play a game like World of Warcraft, Overwatch 2, etc my PC occasionally decides to run in overdrive as if it is overheating. This also only happens for a split 1-2 seconds then goes back...

I use this app to control my fans. It works well. You can set your own desired fan curve. I did not need to disable the fan control in my BIOS but you might.
