PC Specs
-CPU - Intel i9-10900KF 3.70GHz (No integrated graphics)
-Storage - 1x 3tb HDD (Seagate)
1x 480gb M.2 SSD (Corsair)

-Memory - 32gb (4x8gb) DDR4-3000MHz (Corsair Vengeance)

-Power Supply - Corsair RM750 80 Plus Gold (750W)
-Video Card - GeForce RTX 3080 10gb GDDR6X (GIGABYTE Gaming OC)

I wanna start off with stating that I really don't know too much about PC's when it really comes down to it. I have general knowledge about things but that's about it. With that being said, if I missed anything in the specs area, please let me know and I will edit it accordingly.

Background
So back in October of 2020, I decided to order a new PC, and due to my work situation at the time I wouldn't have much time to build it myself. I decided to order a custom build off of CyberPower with the specs above. About 4-5 months later, I finally received my build after some hair pulling and frustrations due to out of stock parts and waiting. The first couple of days after receiving the PC were fine. I was mainly playing World of Warcraft at the time, so nothing TOO extreme.

Issues
So issues began to arise not too long after the statement above. First, when playing a game, no matter what it was, World of Warcraft, Valorant, Call of Duty, my display would randomly start to flicker and 90% of the time this would cause my display to go out completely, my peripherals would turn off but the PC itself would stay running. At this point I would have to either press the restart button on my PC or hold my power button until it turned off. This pretty much happened every time I would play a game, and needless to say it was pretty frustrating. Also, at this time, VERY rarely, when I would try to turn on the PC all the RGB on the PC itself would turn on, fans would start up, but my peripherals and my display would not turn on. The fans would also run pretty hard. I would have to turn the PC on and off repeatedly until it decided to boot properly, and when it did, most of the time, it would boot into safe mode, also, it would occasionally boot and bring up the drive repair screen where it would scan and repair my drive. This issue began happening more and more over time. I wasnt sure what the issue was here but I figured I would try switching which PCIe slot I was using, even though I know the top slot is the optimum slot to be using, and this worked for about a month or so but the same issues started up again. I figured it was a GPU or PCIe slot issue since switching slots worked for a bit. I ended up getting a GPU braket to give it a bit of support, and this also worked for about a month but recently, it began having the same issues and even worse than before. It also got the the point where it was happening as soon as I would boot and get onto my desktop screen, and also when I would be on Chrome watching twitch or youtube.

Possibilities
From what I've read on other forums, people are having similar issues and its usually has to do with the 3080 cards, but the issues aren't exactly the same as mine. I've read it could have to do with the PSU, and it not having a high enough wattage to support the 3080, I don't know if that's true, but Nvidia states on their site that 750W is the minimum needed to support a 3080, so I don't know if that would be the cause. I have also heard it could be a driver issue but I've done a clean reinstall of everything and have tried using older drivers for the GPU, but to no avail.

I will include a video of the issues with booting, and will try to get a video of when my display flickers and that stuff.

Can you go here and download speed fan and install Click On Me .
Run speed fan then click on the Exotics tab > show the magic. post a screen capture. To do a screen capture in Windows 10 press the windows key and the print screen button together. It will put the image in Pictures>Screenshots.

Can you also test - Turn machine off re-seat video card and lay the computer on it's side - test

I'll try the second test, but I've done it before and it has mixed results. Sometimes it solves the boot issue and other times it still occurs.
I'll have to test when it occurs again.

So the re-seating on its side didn’t work.
 
You are not running windows updates.
Can you update your install.
Temps look great
Updated Windows and still had the issue. I switched back to the lower PCIe slot and it worked for a few days but the issue began again. Switched back to the upper and it continued to happen. I was able to catch a photo of what happens before my pc either crashes all together or restarts itself.

I am tempted to agree with Peter - faulty GPU.
that's where my money would be, but it could also be an under-powered PSU (or faulty) and even left-field crap like the power board you are using. we've had members resolve similar('ish) issues by changing the power point in use.

the reseat of the GPU and reinstall of Win10 were also good tries.
have you checked for BIOS updates and have you reseated the memory?

long shots - if faulty memory, try running the rig on fewer sticks and seeing if the issue repeats.

and failing all that, I'd reassemble the whole guts of the case on a piece of cardboard on a table or floor.

and if still no luck - fun times ahead - use your warranty and return......well...... the GPU for starters but hey, might as well send the whole rig cause we all know that's what it'll end up being - Murphy's Law and all!

Thanks, I emailed CyberPowers support about maybe getting it replaced. Id rather do that than try to replace things myself, especially if I don't know what the actual issue is. Y'all helps a ton, really appreciated.

So after the issue continuing, I tried this again, and it turns out to actually solve the boot issue. While the PC is laid on its side, it boots up fine. Still have the issue of games causing my display to flicker and PC to crash however.

Also, I figured out that re-seating the RAM fixes the boot issue. Doesn't fix the game crash issues though.
 
So where are we up to on this?
I managed to narrow it down to the GPU, whether it’s the card itself or the wiring, I’m not 100% sure. I decided to see if the PC would boot with the GPU power cables disconnected, and even though I do not have on board graphics, I was able to tell it booted due the the RGB on my mouse. I tested this multiple times and the PC boots every time I have the card disconnected. As for my customer support email, it’s been 2 weeks since I sent my first email and I sent another a day or two ago, still no response. They did send me the original cables with the PC, so I may try to switch them out when I have a bit of time to see if that fixes it.
 
Whilst waiting can you try this
  1. Go to Settings by clicking the gear icon next to your username.
  2. Under App Settings select Appearance.
  3. Under Appearance Settings, scroll down and click Hardware Acceleration to disable it.

  1. Right-click an empty space on your desktop and click on Display settings.
  2. Scroll down the Display settings options page to Advanced display settings and open it.
  3. In the next window, click Display adapter properties for display 1.
  4. The graphics properties window will open. Choose the Troubleshoot tab.
  5. Click Change Settings.
  6. In the Display Adapter Troubleshooter bar, move the Hardware acceleration pointer to the left to disable hardware acceleration on your PC.
  7. Click OK to save your changes and exit.

So I tried to do this but when I get into the graphics properties, there is no troubleshoot tab.
