-yes i'm using an ethernet cable.
-drivers and windows are up to date.
-ive tried everything from port forwarding to changing dns servers and any other "fix" out there including in my settings.
-as you can see my cpu and gpu times are fine, latency is fine but the packet burst still persists.
-I've reset router physically and through CMD. im just going crazy trying to play and this rubber banding crap makes the game unplayable. it's been like this for a couple of months. ill be able to play it smoothly with very minimal stutters throughout the day but most of the time it's like this.if you can think of anything please let me know.
-i've uploaded a video to youtube so you can see what i see when i try to play.

Do these in the order listed. Then try and launch your game.

Disable windows updates prior to gaming.
Use this tool in extreme mode.
Use Defender control to disable defender.
Use Kill Em All -- This will close all non windows programs and running processes non essential to your computer. Note: This will close your browser, so save anything if needed prior to running.

After the 4 clicks have been accomplished, launch your game now and see how it goes.

Also there is this tool, which can increase performance.

IF You connect via wireless so you will need to enter the following commands in command prompt.
So you will need to enter these commands in Elevated Command prompt after running Easy Service Optimizer, if you so choose to run it.
Copy and paste each command one at a time and hit enter after.

sc start WlanSvc

sc config WlanSvc start= auto

I noticed you logged into the forum today, any luck with the issue?

As they also logged in after you post asking for an update but one was not forthcoming there is no point in this thread being left open.
