Hey! I have an laptop HP Elitebook 8460p, and I'm always getting high ping in almost all games . I tried formating it and installing new windows + cleaned all the motherboard of laptop.
But still lags everywhere like 3-4 sec and comes back in normal. it's really annoying and frustrating.. Also when i play games I get like 120-450 ping which makes all games unplayable. I also tried some "optimizers/fixers" for network high ping but still it doesn't work. Same results again.. Any helps would be appreciated. Thanks!

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

1. What speeds are you paying for and have you compared to what you are receiving according to any speed test site?

I've had this problem even in Windows 7 also everywhere where I play or do something it lags like 3-4 seconds and it comes in normal. Not sure what might be causing this problem , Sometime I get around 450 ping while I play games in browser or Installed Games. I even bought a new router (Stronger than the old one) but same results again . It's similar like CPU Throttling but in CPU-z Program it says it's 2992.86 MHz. This might cause even GPU i'm not sure.
 
After clean installing Windows have you ever reinstalled the HP drivers and starting with the chipset drivers first.

Can you post what games are involved and on what partition they are stored on the hard drive.

Yeah I used some Driver Installers after installing (formatting entire local disk C) Windows 8.1 like: Driver Easy, Driver Booster and AMD driver Auto-detect for installing the GPU drivers and HD Sound drivers.

I get these lags while playing .io games like Agario and when I play Cs 1.6 , also before I had Android emulator and I had the same problem I got like every 1-2 minutes lags 3-4 seconds and this was really annoying asf.

I also forgot to mention that Sometimes I get weird little sounds from the HDD.

I'm using High Performance profile cause I'm laging even more with Balanced profile, but It doesn't overheat really that much.

Can you describe the sounds.

Going offline shortly as its getting late here and have an early start, do the following and hopefully someone else will take a look while I`m not around.

Download and run Crystal Disk info (free) from here

Run the program, grab a screenshot (possibly two) of the results and upload it for us.

To capture and post a screenshot;


Click on the ALT key + PRT SCR key..its on the top row..right hand side..now click on start...all programs...accessories...paint....left click in the white area ...press CTRL + V...click on file...click on save...save it to your desktop...name it something related to the screen your capturing... BE SURE TO SAVE IT AS A .JPG ...otherwise it may be to big to upload... after typing in any response you have... click on Upload a File to add the screenshot.

idk how to describe the sounds but they are so small almost You can hear them , it's like clicking sound but it doesn't make really a big noise .

P.s: Do you think the HDD might be all the cause of these lags ?

also forgot to mention while playing cs 1.6 I don't get drops in FPS only in performance of the game , it starts laging like 1-3 sec and comes back to normal.

Not that I need to explain myself to anybody but fwiw helpers on forums use what are called canned speeches so that they can more efficiently get a reply back to people that they are trying to help, you will note that so as not to offend the more clever people I actually include the following in the canned speech for Crystal Disk.

Of course The games are in Local disc C.
To help protect Windows from becoming corrupted it should when possible be installed on its own partition, games, music and other personal data should be kept seperate.

Do the short generic and then the long generic tests, it is possible for a HDD to pass one test but not another.

The sound in your audio clip suggests that the hard drives heads are failing, a common fault with Seagate HDDs, check the audio clip here

Reason why I asked what partition the games were on was because of the low amount of free storage space on the D: partition on the HDD, some info on the affects of being low on free storage space on a HDD/partition is explained below;

For Windows to be able to run efficiently and to be able to update you need to have between 20 and 25% of the partition or drive available as free storage space at all times, if you don`t you risk Windows becoming corrupt or not being able to update which puts you at risk of malware attack.

On data only HDDs or partitions you must always make sure that you have a minimum of 10% of free storage space on the drive/partition or likewise the data will corrupt, programs will be slow or may not load and worse case scenario a HDD can fail mechanically.

An overheating HDD can also exhibit the exact same symptoms as those described above.

The SeaTool recommends me to use their SeaTool for DOS to repair the problems with sectors. Will this really solve my sectors problem? These sounds of hard driver with bad heads I don't think they're the same as mine cuz you can barely listen the HDD noises, only if you put you ear so close then you can hear some little like "Clicking" noise but they're so small not as the audio clip you provided me in the link.

I'll try to delete some unnecessary files and stuff from the Local Disk D partition , this partition is full cuz I have some saved files when I had Windows 7 and some stuff when I formated Windows 8.

As I mentioned up , I'll free up some space from there.

I did again a new test with CrystalDiskInfo and I got only 39°C (is this temperature to high for a HDD? ) and don't think my HDD is overheating , it just makes these little noises. I also got two new errors in the test , you can see them in the below screenshot:

It will only move the data that is on the affected sectors and mark the affected sectors as bad where no data can be written to them any longer.

From you description of and what the tools that have been ran can say there is deferentially HDD failure and you need get any data off the drive that you want (documents pictures so no so forth) and replace the drive.

Do you have the software for that system so you can do a reinstall? Do you have another system that you can do download and create the install disk?

Then go to the computers manufactures web site and get the proper drives to install in the proper order.

In these 2 years I formatted the Windows like 4 times so far and I don't understand how it broke so fast.. I have an old computer which is old like 12 years old and never had a single problem with my Hard disk driver there..

I have had drives fail after a few months and have had others that are still chugging along for several years.
I already have the ISO file but I can't reinstall the Windows at the moment. Also is it necessary to reinstall the Windows or will it solve anything ?
If you have to replace the HDD then yes.

From everything that you have stated and posted is showing Drive failure.
 
Alright, As I can see the only way to fix this problem is by replacing the HDD, perhaps this could be the reason why I'm getting Ping Spikes while playing Games. No matter downloaded games or online (Browser). The problem could be only in these two things: HDD or WIFI Card which makes the Ping Spikes (Getting every minute Ping Spikes from ~50 to 200+ ms in like 3-4 seconds, in all sort of games).

Anyways. Thanks a lot to you guys @Rustys and @phillpower2 for all your time and your help. I really appreciate that. :)
