Only half of memory is usable?

I recently upgraded to a Geforce 4070 TI GPU and was super excited to play Hogwarts legacy. in the process, i moved a bunch of things around internally, including my RAM, which i upgraded from 16gb to 32. when i went to play i noticed everything was super laggy. i opened the task manager and saw that the GPU was barely running, but the memory was going crazy, and maxing out at 16 gb. Ive tried reseating the ram, updating bios, checking is my memory is capped, checking if i have virtual memory reserved (my CPU doesnt have graphics capabilities) and nothing has changed. actually, after updating the bios it now says "installed RAM: 32.0 GB (15.9 GB usable)" any ideas??

(i'm pretty sure i was only running 8 gb of ram when i had my old ones in, i put them back in to check and it says 16gb (8 usable)). no wonder everything was slow before... Help!!

Let's get some more information:

Download and run the free version of speccy.

Once you have ran speccy, follow the instructions to upload a snapshot found here.


To publish a Speccy profile to the Web:
  1. In Speccy, click File, and then click Publish Snapshot.
  2. In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.
  3. Speccy publishes the profile and displays a second Publish Snapshot dialog box. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

first thing I notice is you have 3 times of ram installed.
Max Bandwidth:
DDR4-3200 (1600 MHz)

Max Bandwidth:
DDR4-2132 (1066 MHz)

Max Bandwidth:
DDR4-2400 (1200 MHz) x 2

If you remove the 2 sticks of DDR4-2400 what happens
 
i'm not sure how to tell which ones are the 2400, i took all of them out and saw that they're two pairs, from Taiwan and china, but no info about the MHz that i can tell? we tried pairing them up (so china, Taiwan, china, Taiwan) all the same. we also tried using just china or just Taiwan and it i added the pic showing its the same problem
