downloaded all drivers and updated bios
In league of legends maxed out settings im getting 142fps when i should be getting around 300
in gta v im getting 50 - 90 fps
and in cod warzone it shows that my cpu time is at 17ms and my gpu time is at 7ms but sometimes it switches to 17ms gpu time and 7 cpu time
The cpu usage on task manager never goes above 30% underload

specs:
motherboard: asus tuf 570x plus
cpu: ryzen 7 3700
gpu: 2080 super
Ram: 16gb 3600mhz corsair vengeance pro rgb
psu: Corsair rm 750w
2 27inch monitor setup: 1440p 144hz - 1080p

Can you post the brand and model name or number of the power supply (PSU).

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
In games like gta v and warzone my gpu usage in task manager averages around 20% usage
 
while FPS rates can have many, many factors involved, its main one is web speed.
and on that front, your hands can largely be tied to the mercy of your internet plan and others using your bandwidth.

what are your internet download/upload speeds?

Whoa - nothing wrong with those.
At home I get around low 30's, and at work about high 40's, so 90 is awesome in my books.
so that shouldn't be the reason unless during your low FPS rates your bandwidth is being shared by others on the same exchange, same node, or same network.

how do you connect to the modem - wireless or ethernet cable?
any others in the house sharing the same internet plan?
 
I am connected through ethernet cable and there is minimum people sharing the same internet plan
My problem is, my gpu usage is averaging at 20% usage on high demand games while it is not being bottle necked by my cpu
