New PC cannot launch steam games (black screens on launch)

I just bought this PC last week and have been trouble shooting it since trying to fix this issue. whenever I launch a steam game it black screens and I can hear the audio but have no video. I was able to occasionally get sons of the forest and garry's mod to run but games like rainbow six siege and black ops 3 will never work and always black screen. Something to note is I've been able to get Black ops 3 to work when opening it in something called safe mode where it is just a windowed version of the game. However, the second I full screen it the game freezes and becomes unresponsive. Because of this my leading theory is that it is a display issue. I've messed around with my display settings and resolutions but nothing has worked so far.

CPU: AMD Ryzen™ 7 Processor 7700X 8-core/16-thread 4.5GHz [Turbo 5.4GHz] 32MB Cache AM5
GPU: AMD Radeon™ RX 7900 GRE 16GB GDDR6 Video Card
Motherboard: MSI PRO B650-VC WIFI AM5 ATX w/ Wi-Fi 6E, 2.5GbT LAN, (4)PCIe x16, (2)M.2, (6)SATA
Ram: 32gig DDR5/6000MHz Dual Channel Memory
POWERSUPPLY: 800 Watts - Standard 80 Plus Gold Certified Power Supply

List of attempted solutions I've already tried:
  1. Restarting PC (duh)
  2. clearing steam cashe
  3. reinstall steam and games
  4. running as administrator
  5. resetting pc
  6. disabling antivirus
  7. turning off freesync on monitor
  8. updating video drivers
  9. updating windows
  10. using second monitor to ensure it isn't a monitor issue.
  11. many more things that I cannot remember atm.

not enough info. Make and model?
Are you overclocking your ram - XMP mode?
Your ram is not suitable for the cpu and if you oc it will make matters worse.
What happens if you remove the gpu card and run off the inbuilt gpu.
I just bought this PC last week
Have you asked the place you purchased the computer from?
Do you really want to play with a computer that is only a week old and should have a warranty?

To publish a Speccy profile to the Web:​

The last part of each URL is randomized, so only people you provide with the URL will be able to find your profile.

Could you also include the power supply specs E.g Cooler Master 850W Gold V2 NOT E.g 850w
