I started this build a couple years ago, installing the Motherboard, CPU, and Ram but due to unrelated reasons I had to put this on hold. A couple days ago I finished it and created a new bootable Windows USB. Starting it up shows a corrupted screen with the windows logo and a working loading circle that freezes a few seconds later. Restarting the computer allows me to boot into the BIOS just fine and looks normal there.

This is my first build fully done by myself so I've just assumed I installed something incorrectly or a component was damaged while it sat unfinished. Thanks for any advice!

Is it only on that screen that is does this?

Does it go away when it gets to the Windows Setup Screen?

For whatever reason I have a system no matter what USB drive I use it does the same thing. It installs just fine not issues.
 
I realized that my USB is now showing in the bootmenu which it wasn't before, selecting that removes the corrupt appearance but the windows logo and progress circle still freeze and it does not progress past that point
 
and failing the above, you could also try pulling it all apart and reassembling it on a piece of cardboard on the floor for trouble shooting purposes.
 
I apologize for being irresponsible. My issue has been fixed. After reattaching all the wiring I took my computer to a repair shop and they eventually managed to fix my issue by both updating my BIOS and enabling Legacy boot
