So I just built my first pc and I am having an issue. My parts are i9, Asus prime z90-A motherboard, 2070, corsair cx 750m, nzxt rgb fans and kraken.
So my issue is when my power supply is turned off and I hit the switch to turn it on , I go to turn the computer on and it powers on and turns off. A few seconds later everything turns back on and the pc powers up and works fine At this point the pc seems to work fine and no crashes while using the computer.
This issue only occurs when I power on the computer after hitting the power supply switch. If I leave the switch on, and I turn the computer on the error doesn't occur.

Any thoughts?

I know it sounds obvious, but I'd be double-checking the dumb things first.
and sadly that would be, disassemble the whole rig and rebuild it (hopefully to rectify bad connections and shorts).
also recheck all the parts are compatible with each other.
and lastly, making sure all the hardware has the latest firmware updates and software drivers.

only after doing that can you then say that you may have a faulty part.

yes i did that, I also purchased a additional power supply and the issue is still happening

An almost identical issue with an ASUS Prime Z390-A MB (which is what I suspect your board is) see the review of Jasen M. on page two of the Newegg reviews here

This suggests a problem with the "power good signal" between the MB and the PSU, what this is explained here

corsair cx 750m
Not necessarily the issue here but the CX range of Corsair PSUs are from their budget range and they are not recommended (by Corsair themselves) for use with anything other than entry level desktops suitable for work or school.

Asus prime z90-A motherboard,
Before making any suggestions we need the correct MB details, is your board an ASUS Prime Z390-A?
