Need HELP I fresh restart my PC and now I get 30 or lower FPS

Hey , so I fresh restarted my pc because it was being unresponsive and really laggy , checked for virus and malware and nothing was wrong their. After it restarted it been working fine but each game I get on i get about only 20 FPS and it’s looks bad ! Not sure what to do !
specs -
2060 super
I7 9700F
8 core 3.0ghz (4.7 GHz turbo )
16 GB DDR4
2 TB SATA III hard drive
 
Hey so just found out that I have like 10-15% cpu usage when running games , I’m pretty sure they are supposed to be around 60% plus
 
each game I get on i get about only 20 FPS and it’s looks bad

What games are you trying to play.

Can you post the brand and model name or number of the power supply (PSU).

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
