I recently moved to a new apartment, and in my old one my pc worked fine. I set up my PC again, started it, and half of the lights in the place turned off. I checked the fuse box, and there was a blown fuse. I accidentally put the pc plug into the wall instead of into a surge protector, and I thought that was the reason. I then fixed the issue, pressed start on my PC, then the fuse blew again. Does anyone know how to fix this?
 
Sounds like an electrical problem with the apartment itself as opposed to the computer, you could try plugging the computer in somewhere else (preferably on a different fuse) and see if that makes any difference.

Make sure you're careful, those sorts of things can be deadly. I'd personally have a professional come check the outlet/breaker out for you.
