My internet browsers are not working correctly...

Hey guys, I just bought a new desktop PC and everything seems to be working fine but I am dealing with a weird issue.

When I open Microsoft Edge, or even Google Chrome which I just installed, sometimes I open the browser and it will immediately close the browser, than re opens it right after. I tried resetting my browser but it didn't help. This is only happening with my internet browsers for some reason.

Has anyone heard of this issue and know how to fix it? Thanks.
 
just for thoroughness, give Firefox a spin and see if the same happens.
also, in Control Panel, check your LAN Settings in your Network Connections and make sure no proxy server is selected.
 
does this also happen with other programs? if yes maybe a hard drive issue
