my games and desktop go out of focus and blurry and no aa ?

so i recently got a new pc -prebuilt and I have been noticing this issue a lot and its really annoying i dont know whats wrong. i tryed many fixes but dosent seem to be working for me is it my monitor thats stuffed or my pc has a defect ?. jagged lines show up on texts and edges with games and my monitor seems like it goes out of focus and goes blurry till i left click and its really annoying here is videos to what im seeing

my display drivers says its up to date
and i tried resetting my pc still had no difference
and as i was watching the youtube video of the 3dmark demo i uploaded, the video started flickering black on my screen but it did not do this in the 3d mark
