Solved Low frame drops?

I have a Dell Inspiron 5680,

It has an Intel i7 8700, a GTX 1070, 16 gigs of ddr4 ram at 2400 mHz, a 750w platinum PSU. A few months ago I noticed this problem and posted a thread here, it ended when I sent my pc in for repair. Since then I have sent it in twice. The GPU has been replaced twice, my CPU was replaced, and I believe the Motherboard may have been as well? I get crazy bad drops in games (from the usual 60 I run at to 23-40 for a solid 5 - 10 seconds). My power setting in the Nvidia control panel and windows control panel are set to performance and maximum power, I don't know what's wrong?

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:
In Speccy, click File, and then click Publish Snapshot.
In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.
Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

Yes it is a steam game but I've been suffering in single player as well (With GeForce Experience recommended settings)

Changing the resolution has not helped anything, on a side note.

The frame drops have been occurring in both single player and multiplayer games and modes.

And what settings should I run those benchmarks at? Or should I just try them all progressing? And the link for Valley is broken.

Yes but are you using an internet connection when doing so.

Try all of the Furmark tests, you can if you like do the tests after you have run Valley, if your FPS are good in Valley you know that your card is also good.

Not the link, sorry. When I download it and attempt to run it it tells me it can’t run and I need to reinstall it. I have done so a few times and it fixed nothing.

If you cannot get Valley to run try Kombustor instead, download from here you can check your results against what others have posted, some examples here

The Furmark results look ok and are in fact better than the Ti version of the card and an unlocked i5 processor, comparison here

That’s one of the issues, it passes hardware tests with flying colors and yet all my games just have something making them act funny.

What motherboard do you have?
It might be RGB Fusion or some alternative programms with theyr check_kill. (I know sounds stupid) But I have a Ryzen 7 2700X with a rtx 2080 ti and that occurs to me (drops from 150 fps in pubg to 40 and back up, and that for about 5 secs)
Try uninstalling your RGB controll pannel. That one helped me.

Which suggests that your hardware and software are both ok and the problem lays elsewhere, your internet connection being the only thing left.

Nothing has changed since I first got it, but how would I go about fixing/testing that?

You can try a Ping test to test your internet connection, see info here any issues with your internet connection can only be remedied by your provider I`m afraid.

My ping is 20ms, download is 51.56mbps, and upload is 11.70mbps. About normal if not a little higher than usual? Not sure about that but again, seems about the same as it's always been?

I swapped networks, I have a dual channel one and it brought the ping down to 20, download to 177.68, and upload to 11.6
