I have tried everything in the book. Reinstall windows , drivers, etcso we aren't going over already covered ground - what have you tried so far?

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

You only having the one stick means that can only work in single channel which is 50% of the performance that it is capable of when paired with a matching stick.
i used to have 2 8gb rams, but a couple months ago i dropped my laptop and one of the ram slots was damaged. i took the easy way out and bought a single channel 16gb ram.Run another speccy report lets see where things are now?
