Hello.

I have fiber optic internet in my home, and we pay for 500/500 Mbps. But when I test it on speedtest.net I only get 90/90 Mbps. My computer is hardwired with an ethernet cable.
 
in all my years I don't think i have ever seen anyone come even close to the speed to actually pay for.
it's the Holy Grail of broadband.
for example, at work we pay for 50/50Mps and get 30.
at home I pay for 100/100 and get 40.
and of course that fluctuates wildly - per minute - as there are just too many variables and external factors outside your control that effect bandwidth.

your best bet would be to ring your Internet Service Provider and get them to run a fault test on the line.
they would have a guaranteed minimum service speed they have to provide which I'm sure they are meeting.
they should also be able to tell you the signal to noise ratio and line attenuation figures and whether these fall into acceptable limits.

what are all the devices in the house that are on the web?
