Sometimes the laptop will not boot, but if I power it off and then power up, it will (sometimes) boot into Windows 10 just fine.
When it does boot up, it runs for varying amounts of time and then freezes.
I have run the Lenovo diagnostics...everything passes
I have done a repair install of Windows.

Ideas for me to try or thoughts about what is wrong?????
 
So other can assist let get a speccy report.

Do not forget to post the make and model of the PSU if this is a desktop.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
i ran speccy on the laptop but had trouble posting to thread on this computer. The url is (Link not the correct one removed security risk)

Please redo the link again and copy and paste it into a text document like Notepad
You can ither copy and paste from that or attach the file.

Another on that we can use is Minitoolbox if for some reason the new link does not work correctly.

Download MiniToolBox and save the file to the Desktop. Right click on the file and select Run as Admin

Close the browser and run the tool, check the following options.

Select all

Click on Go.

Post the contents of the file called MTB.txt or attach the file to your next post

from the Speccy report, it seems you had Nortons at one stage, but it's still showing up.
use the Norton removal tool to try and completely remove it.

looks like you reinstalled Windows 10 about a week ago.
Windows Updates are not configured so check for any of those.

when the laptop won't start, do you have the USB stick connected?

and you have your network domain name servers pointing to 75.75.75.75 which is Comcast's security servers.
try leaving them blank and using your ISP ones and see if things are better. you can always set them back again later.

What were the results for the advice give on the other site you posted on?

I agree with @Bruce need to fully uninstall Norton and unless you are paying for McAfee uninstall that as well and allow Defender to handle.
There are still services running for Norton in the background.

Running: Norton WSC Service

Nurton Uninstall
 
There is always the option to recover your system to factory default settings,
As this is a total re-installation of your system (not repair) you should be back to where you started.
