To start, I would like to say that I am posting this because I really have no idea of where to go from here.

Minecraft for about a week or two has had these horrible stutters/fps dips on my pretty beefy computer. However, I'm not sure what exactly I may have changed that caused it to stop working. I play Minecraft on a fairly regular basis, and the appearance of this issue was rather sudden. Here is a clip of what it's like:

This FPS problem has only occurred in Minecraft. I have absolutely no issues in Warzone, Rainbow Six Siege, or Apex Legends. Although it should be noted that I am having similar visual stuttering in Fortnite, but I can't confirm whether this problem is associated because I don't play Fortnite with any regularity.
My PC specs are as follows:
-Ryzen 3700x (stock cooler)
-MSI Gaming Edge x570 MoBo
-Gigabyte GeForce 2070 Super w/ 8GB of RAM
-Corsair Force Series™ MP510 960GB M.2 SSD
-Two sticks totaling 16GB of CORSAIR Vengeance RGB Pro RAM
-Dell S2719DGF (Really not relevant, but I want to be exhaustive)

I've done a lot of messing with/configuring my PC to see if I can narrow down the issue. As previously mentioned this FPS issue does not happen in other games, so on it's face it seems like a software related issue. However, I've now reinstalled Minecraft twice and I've seen no change in performance, so I'm really at a loss for what the issue might be. I don't run anything overclocked, and I don't have any issues with thermals. In fact, I have done very little messing with anything in BIOS or add-on software. I of course have fully up to date drivers et cetera, but I haven't yet gotten into manual overclocking. I have tried using more/less RAM in the configuration for Minecraft, which has made no difference (good or bad); I've tried using an independent javaw.exe file (instead of the included Java) also to no effect. Monitoring resource consumption both in game and in task manager shows the CPU, GPU, and RAM running normally and at max around 40%, usually hovering at 20%. I've done virus scans, checked for corrupted memory, again all to no effect.
At this point I've exhausted most every lead I can think of, and researching things online like "FPS problems on good PC!" is--as one could imagine--not very helpful. I'd appreciate any help I can get.

What is the make and model of the PSU?

What Mods are you running?

Some have had issues with some mods and shaders that they were using.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

What is the make and model of the PSU?
The PSU is a Corsair RM850x and I'm using the included power cables.

What Mods are you running?
I am not currently running any mods because I have now fully reinstalled Minecraft twice. It is vanilla, and this is a cross-version issue. The same visual glitch appears on 1.8.9 and 1.16.5.

I have GeForce experience and NVIDIA control panel installed, so I know I am up to date based on that:

Internet wired and or wireless?
I use an ethernet cable, although this issue persists whether on a server or on a singleplayer world. The video I posted is of a singleplayer world.

Active power scheme: Power saver


Lets change the power scheme to Balanced.
Try also High Performance

In the BIOS settings do you have the drives set to ACHI.

So power change did seem to have a slight effect on framerate. The framerate still struggles at higher chunk rendering distance, which it definitely didn't before. However, any change on the framerate is interesting. I tested balanced as well as the highest performance version. It seemed like Ultimate performance was better than high performance.

This BIOS storage setting is set at ACHI (I apologize about the wonky photo haha)
