hi! Can a 450W psu work with an rx 6500 xt, i5-3470 and 16gb ram + ssd 500gb?
I'm very budgeted and it is the only psu i can afford

500 W plus or the other bits
You need to save more and by a quality psu.
Running a poor psu will damage your equipment.
A cheap 750W psu won't cut it either.
You need a good quality, or you are throwing money away.

To answer your question NO that is not a powerful enough PSU for that system.

See if this explains better to what you need to get.

and the way to tell if the brand is good quality is to see what warranty they offer.

if it's 12 months - run away.
5 years - cheap and nasty but will probably do the job.
7-10 years - not only do they build their gear to last but they back that up with a massive warranty.
examples: eVGA, SeaSonic, Corsair.
