If anyone knows how to fix this I have tried restarting everything logging through safe mode nothing has let me access it yet

while we wait for Mal, it looks like it may just be a corrupted user profile.
if you log in under Safe Mode, ignore any "user profile service errors" and try and create a new user login account.
then reboot and log in under that new user.
if I'm right, that'll let you in and you can go to c:\users\<your old account> and copy your Docs, Pics, Downloads, Desktop, etc folders to c:\users\<new account>

Mal also has this neat little program that fixes corrupted profiles, I'll let him tell you that as I forget what it is called.
