How to remove the ghost task bar on my screen?

please help, I just upgraded my pc to windows 10 and I never had an issue like this in windows 7.

See if following the information from here helps.

Scroll down and click JScreenFix

Use the four way arrow to full display the screen and drag the colored window to that spot.

EDIT: See if this helps any.

Unfotunately it didn't work for me. do I have to reinstall my os again?
 
You could if you wan to reinstall the OS which may and or may not correct the issue.

Did you leave the screen on most of the time when it was windows 7?

Did you look at the second link that was provided?

-Yes, I do work from home with this PC, so it is on for like 9-10 hours a day.

-Yes, do I need to give it a rest for like 2-3 days to be fixed?

Yes it will take time for the ghosting image to go away.
Leaving the monitor on displaying the same image for the past is what has caused it. The image is basically burnt into the screen
Turning it off for a day or so may not fix it.
What may fix it is having the screen constantly changing like a screen saver.
There are several youtube videos that can also help with this just read the warnings that some can cause seizures and play them at full screen.
