How to block the ability to view and edit files on the disk and how to disable the taskbar?

Is it possible to block access to editing and viewing files on the disk and turn off the taskbar at the bottom of the screen? I want to be able to access only what is on the desktop. I have 3 games and 5 MP3 files on my desktop, so I would like to be able to run the game and save/delete its saves and be able to play the mp3 files without access to anything else. I'm using Win 8.1
