I built a pc and have no idea what is going on now, it boots up but when I go to the BIOS it is stuck in this, I can’t use my keyboard either because when I hit any “F” key it doesn’t do anything can anyone help?

You are obviously building a system from old parts, so the configuration of the motherboard is unknown. Remove the power from the PC and then remove the cmos battery from the motherboard for 20 minutes/half an hour, then try again.

Notice you have put this thread in Windows 10 forum, have you checked if your hardware supports Windows 10?

In addition to the advised already by gus;

If your MB has PS/2 ports for a wired type keyboard, try a wired keyboard, the USB ports could either not be working at all or may be disabled in the BIOS.
