I need help once I long on to my pc I sign in it takes a long time and than after I’m in it flickers like it turned black and than my home page it like it lagging or sum thing and I can’t see my taskbar and when I open my run cmd it it refresh so I can’t use it
 
If you cannot use command prompt then can you use Terminal with admin rights?
If not then try an in-place repair:
Download the media creation tool, run this & choose to create media on a USB or create an .iso file, once finished open the media/mount the .iso & click on setup, ensure ‘Keep everything’ is automatically selected & continue with install. Once complete check to see if the problem has been resolved.
If not then you may have Malware so you’d need to post in that particular forum.
 
I'm saying your PC may be infected and it would be advisable to wait for @Malnutrition to jump in with his advice.
but I fear @Malnutrition may be asleep at the wheel (nudge nudge poke poke) - he has been pulling long hours at his work, so let's cut him some slack. :)

and @Bastet is suggesting, things may be beyond help and to do a repair install of Windows 11.
you start by downloading the Windows Media Creation Tool from Microsoft and using that to make a bootable USB stick.

We can check for malware/virus...

Please download the FRST 32 bit or FRST 64bit version to suit your operating system. It is important FRST is downloaded to your desktop.

If you are unsure if your operating system is 32 or 64 Bit please go HERE.
Once downloaded right click the FRST desktop icon and select "Run as administrator" from the menu"

If you receive any security warnings, or the User Account Control warning opens at any time whilst using FRST you can safely allow FRST to proceed.
FRST will open with two dialogue boxes, accept the disclaimer.

  1. Accept the default whitelist options,
  2. If the additions.txt options box is not checked please select it.
  3. Then select Scan

Frst will take a few minutes to scan your computer, and when finished will produce two log files on your desktop, FRST.txt, and Addition.txt. They will display immediately on the desktop, but can be reopened later as a notepad file.

like I can’t cuz my HMI is not working o checked other HMI and it still don’t work so I can’t
 
not knowing or understanding is fine, we all were there once ourselves.
but it does make the next steps probably out of your reach.

I'd be advising to reload Windows from scratch, but first you may want to backup your data.
and since you can't use the PC, that would entail removing the hard drive and putting it into an external enclosure or into another PC.

then you need to create that USB stick with the latest Windows build on it, as described earlier.

and that's all assuming it's Windows that has gone pear-shaped. it could be something else, maybe as simple as dust buildup or as bad as faulty hardware that needs replacing.

maybe time to take it to a PC repair shop.
