Hello,

I am asking for help as I am both confused and desperate. This information box is currently on my desktop and can't be deleted, it is like it has 'screen-burned' (hopefully not), onto the desktop. I have tried rebooting and looking in the Task Manager 'resources' etc but can't find anything 'erroneous'. I am fairly 'tech savvy', but this has got me 'beat'. At the moment I am just using another Desktop (Thank You Windows 10), but still I would be grateful if anyone would (what is going to be 'obviously' a quick fix (they usually are)) help me with this.

Can you scroll to the bottom of that screen?

Have you tried booting in safe mode to see if it comes up?

Checked the startup folder(s)?

Changed the desktop image?
 
You should be able to scroll down & see Allow or Deny in order to agree or not. There is what appears to be a scroll bar on the pop up.
