Hello ever since i've built my new pc that has 12gb 2400 hz ram 1070ti and ryzen 7 1700 my fps has been the same as my old pc for rust which is around 50 even though on userbenchmark it says i should be getting 80-90 so i dont know what is wrong

If the computer is a desktop can you post the brand and model name or number of the power supply (PSU).

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
Couple of issues but the main one is Windows 10 Enterprise 64-bit, can I ask how you come to have this on your computer, it is not on sale to the general public and is only intended for IT professionals, it requires a twice yearly subscription to be paid annually and the fact that there are so many Windows updates that have failed to install suggests that you have unlicensed software.

Troubleshooting computer problems is a waste of time when it is known that Windows is out of date as any one of a number of the missing hot fixes could be the solution to any problem that you may be having.
 
You have to purchase a new Windows product key and based on the fact that you are asking such a question you will have to clean install Windows, difference being that you will need to purchase a key for either Home or Pro, if you tried to use a legitimate key with the present Enterprise edition of Windows that is installed the key may get rejected and subsequently blacklisted.

Best to download a free Windows 10 ISO from here get yourself a product key, clean install Windows and the system drivers and you will be good to go.

NB: The other main issue is also bad news I`m afraid, you need a new PSU, 400W is not powerful enough for a 1070Ti, you need a good quality brand minimum of a 500W PSU and preferably one that is a minimum of Gold efficiency rated.
 
I have just taken my pc apart and it turns out my 400 watt power supply was on my last pc this one is 650 watts so i dont think thats the problem, do you think it is the windows issue or could it be anything else because i dont want to have to reinstall everything
 
Sorry but the PCHF Terms and Rules that we all agreed to abide by when becoming a member prohibit any assistance when there is unlicenced or cracked software on a members computer.
