So I have been trying to figure this issue out for the longest time since I got my brand new high end gaming pc (i9 12900k, 3080ti, 1200W PSU, z-690-e mobo, ddr 5 ram, Gsync premium 1440p gaming monitor,etc etc)
The issue I have is whenever the game goes below a certain fps lets say in the range or 100-120 or below, the games feel very very choppy, laggy, blurry while moving the camera. Something that you would never feel in a normal pc and anything above 60 fps feels relatively smooth.
I tried multiple settings, combinations to try and get my system to run as a normal system would do in instances where the fps are low either because the game is really heavy altogether or the fps drop when going into a graphical intensive area.
I have no idea why no one has ever made this an issue and I couldn't find anything online. For example, BF 2042 does not go above 120 fps generally on high/ultra settings on my pc but still the game feels choppy and unplayable. So either there is something wrong on my end or people are okay with the game running this way. I would deduce that it has something to do on my end because it's not just battle field. It's every game, when falling into the 100 range and below, the game is not smooth at all especially while panning the camera. I have tried setting the games cap to 60, 100, 120 but the result is the same.
I have seen the same games play on other pcs running on 90 fps and feel perfectly smooth and no lag what so ever.

Does anyone in this world know what this issue might be or has ever faced such a problem and found a fix. Because certainly with this setup I should not worry about playing games on ultra high settings where I get anything above 60 and it not being smooth at all. It's a feeling of say running on 30fps even though the frames show 90 or more.

I would really appreciate everyone's help on this.

Does the PC have dual graphics? If so ensure the game is using the nVidia card.
Are the drivers up to date?
Is anything running in the background? If yes close these.
Do you have third part antivirus software?

No, running a single gpu.
Drivers are up to date
Background apps are just your regular ones on windows 11. Not sure if there's one or few in particular that might be causing this issue. but the apps I have installed and run in the background are icue, logitech g hub and msi afterburner/riva tuner
I don't use any third party antivirus software.
 
Reset to 3200 and see if that helps.
Yes I did that but didn't help. I think my ram goes down to 4200 or 4300 when xmp is disabled. Something like that. But yea that didn't fix it for me
 
Another thing I would like to add here is that when I turn of gsync and vsync and pan the camera it will still stutter even on high fps. One game I play which is not really demanding is dota. When I turn off gsync and vsync and use my mouse to pann the camera I notice micro stutters and of course screen tearing even when the game is running constantly at 235-240 fps without drops
 
How many usb peripherals do you have plugged in?
I use 6 at the moment. 2 are for the wireless receivers for logitech Kyboard and Mouse. 2 of them are their charging cables. 1 is for my RGB on the mouse mat and the last one is for my headphones.

Forgive me as I am not a gamer but experience has shown me that there are a few things to look for with a laggy PC.
  1. Bad video drivers. If the issue started after an update then drivers could be the culprit.
  2. slow or noisy Internet. If you are using WiFi then your neighbors could be causing interference
  3. Software running in the background taking cycles away from the game. Are you running a chat, streaming or screen shot software?
  4. Hardware. Just because it says new doesn't mean good.
ISP throttling could also be the problem. Assuming you are playing online games you could try a low latency DNS server. Oh and one more thing. On high end monitors you might concider a good display cable. Some do not have good enough shielding to mitigate the data line cross talk.

The issue has been like this since I got the pc built 3 months back. Hey Thanks for mentioning the above. I can try using a better cable. And yes the hardware is new but I don't know how to check if it's faulty. Also, background software I don't know which ones might be causing the issue. Definitely not using any of the chat, streaming, screen shot software in the background either. Also, the issue happens on both online and offline games.

My question is why high fps is fine with gysnc of course if the hardware is an issue. It only happens when the game drops in the low fps area and of course 110-120 is not low in any way.

on top of what has already been suggested, try the following.
all I can add is if you have your PC as lean and clean as you can make it, that's part of the battle.
sadly, the other parts may be outside your control like; number of users of your network, bandwidth, line attenuation, signal to noise ratio, etc.

but things you can control are;
• reboot modem/router/pc
• delete restore points
• turn off hibernation
• empty web browser cache
• delete system temp files
• scan Windows for system corruption
• scan drive for file corruption
• disable unwanted scheduled tasks
• disable unnecessary startup services
• disable scheduled defragging
• trim any SSD's
• turn off Timeline and Activity History, and all things Microsoft Telemetry based
• empty recycle bin
• delete log files and error reports
• remove old Windows Updates files
• cleanup software installer and distribution caches
• delete unwanted programs
• remove any browser extensions
• pause any online cloud storage synchronising (OneDrive, DropBox)

CCleaner or Glary Disk Cleaner or the inbuilt cleanmgr command can do most of those points.
ShutUp10 by O&O Software can stop a lot of telemetry items.

other things to try;
• create another user account and login under that profile
• check for firmware updates for modem/router and PC BIOS

do a web speed check - go to www.speedtest.net and post the results.
