I understand my PC is old but a problem arised which I couldnt fix which never happened. My Minecraft, I think its the only game it does this with, will freeze every few seconds. Like my game itself wont freeze, my character will move fine but my opponents will freeze mid air and tp behind me. I cant find anyone having this same problem anywhere so hopefully you guys have answers.

Try Performing a clean boot in Windows and see if the same behavior occurs.

Is the power plan in Windows set to high performance?

I did in fact perform a clean boot and it still seems to persevere.
My power plan is set to high performance and I have Windows 1809
my specs I forgot to mention is\
Intel i3-3220 3.30 GHz
somehow 6 GB of RAM???
Nvidia Geforce GTX645
