I have a pretty decent rig:

NVidia GTX 1070
16 GB DDR4 ram at 2400mhz I believe?
8th gen i7

A Dell Inspiron 5680 is what it was called.

I have had such poor customer service experience with Dell that I don't even want to ask about this again. Last time they left my pc mid-windows reinstall. I've reinstalled my OS, ran multiple tests/update checks. And even have my games running at the optimal settings for geforce experience (which I believe does max settings while playing at 60 fps?). I haven't changed any settings on the games since I first got the PC but I still get lower frames now. Has anyone else had this problem/found a fix?

I’ll tag out of this one as I’m not a gamer and don’t have a gaming rig or have ever worried about FPS rates
 
No much of a gamer any more here are some question that will help other help you.

What is the Make and Model of the power supply? watts?

Do you know if anything is over clocked?

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:
In Speccy, click File, and then click Publish Snapshot.
In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.
Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

It should be a 460W PSU, I bought it prebuilt so I'm not sure the manufacturer.

Nothing is overclocked, it's a stock Dell Inspiron 5680 (https://www.newegg.com/Product/Product.aspx?item=9SIADYY6YP8228)

I'm not sure about this "speccy" deal. I think you can understand my hesitation to download a software I know nothing about and upload something about my computer on the internet. Is there a way I can get you what you need without downloading it?

I can understand that. It is a program that we have used here and on several forums.

According to the specs for that Display card the power supply is to be 500 watts.

These dell pre-built systems are on power saver mode by default. Once I had an Alienware and it had a similar issue.
Go to power options and select High Performance. Hope that solves your issue

I already changed that, and while it helped there are still some games that just don't run well whether or not they're optimized (According to NVidia GeForce Experience).
 
So, I've noticed my GPU and CPU will only be running at 50% while my game will still drop frames? Not sure if that will help with anything.
 
Hi Pyro. Have you tried updating your computers BIOS to the latest version? See this link, Support for Inspiron 5680.

Have you updated your video driver to the latest version?

Lets also check your system temperatures. Download and run Open Hardware Monitor. Then while the computer is playing a game, post a screenshot of your systems temperatures using Open Hardware Monitor in your next reply.
 
The frames can maintain a pretty steady rate when it's just sitting, not moving or anything like that.

Just noticed, the graphics card and CPU are only running at 50% when I have allotted them to run at max? Could that really be the PSU?

Try enabling the Ultimate Performance Power Plan and see if that helps.

I meant how my PSU is 40 watts under recommended power for the GPU. I am going to order one that's higher then the recommended amount and see if that helps. Also, using the Ultimate Performance Plan didn't seem to help. :(
 
I just ordered a new PSU (A seasonic 750w platinum 80+) and confirmed the one in my computer was only a 460W bronze 80+. Will know the answer in one weeks time (In buisness days I suppose)
