the size of text in tabs and the file explorer window is too small to read. It does not use the font size set in system settings. Has anyone seen and experienced this and found a fix for it?

It has to do with your monitor size and the set resolution in Windows Display Settings.

I have recently run into this problem myself and have found some apps just don't "pay attention" to the Windows settings. You mentioned File Explorer, which should conform to the Windows Settings.

It bears repeating it has to do with your monitor, size/resolution, Windows Display settings, Windows Display scaling, and Nvidia/AMD driver settings/scalings.
