yea the game is up to date and i have an rtx 2070 i5 9600kf and 16gb ram and the cpu cooler is a kraken X53 or something really similar because it looks exactly the same as the one i have
 
Ok,so it sounds to me your pc is working as expected to keep cool during your game playing..
 
How is the air flow inside the pc? How many fans do you have ? How warm is the room temp?

one at the back 2 on top 3 at the front and i always have my window open so that shouldnt be the issue
