One of the two fans is suddenly turning slower than the other, and seems to be obstructed by something, though I can’t figure out what it could be.

Does anyone have any ideas for how to fix this?
 
Looks like the fan is on it`s way out and needs to be replaced.

Is the fan making any odd noises such as rumbling or ticking.

Any problems with the GPUs temps.

Make and model name or number of the GPU.

The GPU is an AMD RX470, and the fan has been making ticking noises (they’re audible in the video above if you’d like to hear them for yourself).

The GPU temp is a big issue, yeah. It was getting as high as 90 celsius when gaming, so I’ve had to stop entirely for the time being. I assume this is due to the fan not cooling sufficiently as it won’t turn properly.
 
All the evidence points towards a bad fan but do you have a decent PSU powering the PC.

AMD made the chip for the RX470 but then companies like ASUS, Sapphire and XFX amongst others used the AMD RX470 chip in their own brand of card, you can get replacement fans along with fitting tutorials online, just be sure that you get the correct brand of fans for your GPU, Google results
