what process was used to make that USB stick?
has it been made bootable?
and you have changed BIOS settings to make sure it gets detected first?
any reason you don't want to load Win10 instead of reloading Win7?

Ventoy is an open source tool to create bootable USB drive for ISO files. With ventoy, you don't need to format the disk again and again, you just need to copy the iso file to the USB drive and boot it.
