Randomly the loading icon on my cursor was just constantly flashing, so I tried to find an application that was making it do it, but found nothing. I decided to boot in safe mode, which j enabled in the system configuration menu. Upon restart i was met with a 0xc000000e error. It said: \WINDOWS\System32\winload.exe. I've tried many different cmd commands, and the automatic repair and repair from installation media to no avail. My drives have 25gb or less so my last resort is buying another ssd
 
Try booting your machine with Windows 10 installation media
At the Install screen, click on "Repair" on the lower left.
Then Troubleshoot.
Advanced.
Command Prompt with Admin.
Select Command Prompt and type in the following:
bcdedit /deletevalue {default} safeboot
If that gives an error, use:
bcdedit /deletevalue {current} safeboot

I should've specified, but I'm on windows 11. Also I have done that already and safeboot doesn't show up when I type bcdedit. Obviously I still have the issue

Also by going into regedit in cmd I can access system files by trying to import. I try to manually run winload.exe and it says "To find a version for your pc, check with the software publisher"

What is the error when you enter the commands as written? If it says not found then either the boot files are corrupt or the drive is bad.

I typed that command early on and it turned safeboot off but didn't change anything. I really don't understand how setting it to safe mode just screwed it I can't believe it
 
And you restarted the PC after turning safe mode off?
Did you ensure to run the cmds as an admin?

If these still don’t get you back into Windows then your only option is to clean install Windows.
