What sort of editing?
For example, the free Adobe Reader can 'edit' a form by filling in the blank fields.
And free programs like PDFsam Basic will split, merge, and rotate.
Have you checked out Canva, they advertise a free online PDF editor.

I have been using PDF-XChange Editor at work and at home for about a year. Even if you pay for it, it's way cheaper than Adobe and it works.
At work we paid for the Adobe version, and they went up again, so I set out to find an alternative. I am very pleased.

I just meant modifying text, the corresponding Adobe function "edit text and images" I suppose.
We lashed out at work and got the Adobe Acrobat full version, something like $AUD800 lifetime license.
Think the monthly subscription was around $30/month for the Pro, but the Standard is a lot cheaper and would be all you require.
But as you would have discovered, there are a plethora of choices available.
