How are you attempting to perform the reinstall?
Is the drive a M.2 or SSD or Platter?
what is the make and model?
Have you ran a chkdsk on the drive to make sure it is not failing?

Are you deleting the old partitions and everything.
May be a bad USB or corrupt data on there. May need to be redownloaded and created.
Are you getting any error message?
Is it booting to the USB drive?
You say you can access safe mode what is any scans have you preformed there.
What I suggest that you do is post the dump files following the instruction in the BSOD sections.
