Hi I build my own pc for gaming and other. My pc parts is Ryzen 5 3600, RX 5500 xt, 32gb ram Adata 2667 mhz, ssd xpg 256gb, 2x hard disk 1tb. My question is what cooler neet to buy to about 25$ to cool down cpu, now I am with stock amd cooler. Because my cpu is too hot (90°). Thanks in advance!

if the stock cooler is only getting your temps down to 90, even going to a good brand, like say Noctua, may not help.
you might want to look straight at all-in-one water cooling.
 
Not enough information to go on, needed are the details below;

The brand and model name or number for the case, MB, add on video card ( if not AMDs own ) and the PSU.

Something that I will mention, your slow RAM will affect the CPUs temps, not by much but some and 3200MHz RAM would be more appropriate.
