Please provide information about your computer, is it a custom build or brand name such as Dell or HP, if a brand name, provide the model name or series number (not serial) if a custom build post the brand and model name or number for the MB, the RAM (including the amount) add on video card if one is used and the PSU (power supply unit) providing these details will enable us to better assist you.

it is custom build
mb is an asus 970 extreme3 i have samsung 4gb ram psu is thermaltake tr2 430w

That is one hell of an old PSU, first released twelve + years ago, how old is the one that you have.

Can I ask that you do not quote every reply, it really does not help and just makes for unnecessary reading, thanks.

amd fx processor and i honestly do't even know where my video card is
 
i have an intel i7 8 core but don't know how to install and when i turn on my PC my screen gives a warning saying "WARNING entering power saving mode" then goes to a black screen
 
Sorry but for us to be able to help you we in turn need you to help us by answering any questions that are asked and for you to also provide any on screen information, it is most unhelpful for us to have to keep on asking for the same information and to ask that people to not quote every reply.

To check that it is not your monitor that has the problem, if you have a notebook that has a video port that is compatible with one of the video ports on your GPU try hooking up the notebook to your external screen, alternatively, try another screen and/or compatible video cable with the computer that has the problem.

mb is an asus 970 extreme3 Supports AM3 and AM3+ processors

amd fx processor and i honestly do't even know where my video card is. Strange that you know the PSU details but not the GPU, open the case and check the card that you are plugging your monitor into, be sure to disconnect all power leads from the computer before taking off the side of the case.

i have an intel i7 8 core but don't know how to install An Intel processor is not compatible with your AMD CPU supporting motherboard.
