CD ROM option does not appear in BIOS

I want to format my PC. I insert the win8.1 installation disc, then I restart and enter the BIOS but there is no option for CD ROM. The options it does have are: HDD/SDD, USB, ODD and LAN. How to make CD ROM appear so I can do the format?
 
In the BIOS were the drives are listed not the Boot Order is the CD ROM listed there?

EDIT: Why are you wanting and or needing to format the system?

Sorry but I can't understand what you are saying.
 
Look under the section on your system BIOS where it list the Drives like the HDD that are connected to the system and see if there is one listed there for the CD ROM.

Each BIOS is different where it keeps the information. With out know you systems make model and BIOS version hard to say.
 
another way is as the PC starts, hitting F9 or F12 (can't remember which) will prompt you the enter your preferred boot device.
 
I tried by creating a bootable USB drive and then going to the BIOS and selecting USB, then saving and still nothing happens. My PC starts normally...
What to do? It's important to do the format.

Is this a brand name computer such as Dell/HP or is it a custom build, reason I ask is so we can check the specs of either the system itself if a brand name or the motherboard if it is a custom build, you mention an 8.1 disk and not being able to boot from your USB drive, both are associated with UEFI BIOS as opposed to Legacy BIOS and disabling secure boot may be required before you are able to boot from the USB device, this assumes that the Windows media on the USB device is good btw.
 
Have you tried what @Bruce stated in post # 7 (May need to be turned on in the BIOS).
Knowing the make and model of the system would be helpful.

It is a brand name computer, Toshiba. I'll give you the PC specs:
-AMD E1 - 1200 APU with Radeon(tm) HD graphics 1.40 GHz
-Ram: 2GB
-Windows 8, 64 bit.

Are those enough?

Sometimes the pc shows: UI doesn't respond or sth like that anyway. The pc is very slow... In order to enter BIOS I had to enter the advanced startup settings then choose the UEFI settings and then my pc would restart showing this time the BIOS.

There is nothing that can save this PC from slowness. It's a very slow CPU (1.2 GHz) paired with very little RAM. You need at least 6-8GB RAM and a better processor, preferably an Intel i3 or AMD Ryzen clocked at least at 2.5 GHz

If I switch to 32 bit instead of 64 bit will this help the situation? Also, I need this pc only for writing. Just having the program which is necessary for the writing, no more stuff downloaded in it. Do you think that it will survive that way?

Also based on the stats I gave what should I do to be able to fix this issue with BIOS? Thank you! :)
 
So what was the result when you tried the method in post number 8?
I set the ODD in BIOS while using a DVD RW with win8.1 but nothing happened. Then I created a bootable USB, and selected USB in the BIOS, still nothing happened. The PC just opens normally...
I don't know what to do...

Since you state that it is an brand new computer to prevent your warranty form being voided if there would suggest that you contact Toshiba there may be some things that we have you preform that can and will void the warranty if there is one.
