Cant get past the infinite spinning dots, help!!!

A couple of days ago i reset my pc to try and help with network issues and then all of the sudden it wouldnt boot pas the spinning dots. I have tried pretty much everything except just getting a new os. I have tried to go into safe mode, which doesnt put me into safe mode just a blank screen or more infinite spinning dots, and i have tried resetting the system or doing that recovery point thing. Both get a pop up that says they cant complete and to just reset and try again or i just get a blue screen. I have 3 drives, 2 ssds and an hdd, and i have tried unplugging them all cause i read soomewhere that worked for someone else. obviously the one with windows, when unplugged to couldnt boot into an os so i just got the info screen but i had the same porblem with the other two unplugged. I have no idea what to do from here.
 
have you gotten into the Advansed Startup Options screen, gone in Advanced and seen the options for Reset?
there should be two: one to keep your files and software and the other to wipe and start from scratch.
have you tried the later, and if so, what eror did you get?

have you got anything on the boot drive that needs backing up before you lose everything?
