Can a hardware/software issue cause a delay in video playback?

I ask this because when Im watching a video on youtube or a video thats actually installed on my hard drive sometimes the sound is 2-3 seconds behind what the video is doing/showing now usually its just a problem with the vido and watching another one doesnt have that issue and works fine thus indicating it was the previous video that wasnt working and not your PC or internet.

However very rarely (i.e ive only had this happen twice in 6 months) this happens and watching other videos either on my hard drive or youtube doesnt fix it, what DOES fix it is simply restarting my pc then trying again. Which leads me to believe there something wrong on my end. Now Im not too worrie about it because of how infrequent it is. As i said only happened twice in 6 months, but Im just curious to know whether or not something going on with your hard or softweare can cause this? I mean the fact that restarting it fixes it tells me yes. But I just want an experts opinion.

Yes hardware and or software could cause this issue. Also it could be your internet..
