Auto typing 7, doesn't restart

I can't sign into my pc because 7 is being spammed at all times, its not my keyboard nor mouse, and when I restart it shows that my computer is still on but to restart it I have to quickly switch the power supply switch off and on
 
Have you tried a different keyboard?
Disconnect the keyboard if possible & use the onscreen keyboard & mouse, if the problem diesn’t occur then it is the keyboard.
Try right click on start & choose powershell with admin & enter:
SFC /SCANNOW
DISM /Online /Cleanup-Image /StartComponentCleanup
DISM /Online /Cleanup-Image /RestoreHealth

If fast startup is enabled then disable this & restart.

If these fail:
I recommend an in-place upgrade repair.
To repair Windows without losing any data then follow the instruction here:
This will also upgrade you to the latest version of Windows - currently 21H1 - if you’re not already running this.
In a nutshell you just download the media creation tool, run this & choose to upgrade now or if you are creating media on another PC, you download the tool, run it & choose to create media for another PC, then insert the Windows 10 media (USB/DVD) in the problem PC & run setup from within Windows.
Please note a repair install is not a reset, this is a last attempt at repairing a PC without a clean install. If this fails to repair the problem then usually a clean install is required.
 
Am I right in assuming you are talking about the character 7 is continually being typed on your screen?
if so, and if it's keyboard related, unplug the keyboard and start the PC, that will prove it either way.
you may have to enter BIOS first to tell it to continue booting if no keyboard present.

I don't understand what you mean when you say "when you restart it shows the computer is still on" and "you restart by quickly turning the switch off and on".
