All games that have run smoothly on high graphics before now run poorly

I noticed that over the months that my games would run terribly even though I have a good system and all games ran fine before. Now, my games go from 60 to 40 to 15 and then jump back up to 60 all in the span of 2 or 3 seconds, constantly. I have the current drivers for GPU. Here are specs to pc:

Intel i7-4790 3.60ghz
Nvidia 2060
500w psu
16gb ram
2 TB of storage
single Dell monitor 1980x1200

original pc was a Lenovo P300 Thinkstation.

I switched from windows 7 to win 10 since it was becoming incompatible with software and I was hoping all of my problems came from that. However, when I used the media creation tool to put win 10 on my C: drive, for some reason win 7 is still on my pc. In the picture below you can see the win10 taskbar, and the win 7 menu.

Have been getting frustrated over this for nearly a year, any help would be appreciated.
 
Let's a speccy report to get a better picture as to what is going on.

Do not forget to post the make and model of the PSU if this is a desktop.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
You do and have Windows 10 Pro 64 bit you also have a program installed and running that is called classic shell that will make your start menu look like Windows 7.

It ended up being a Corsair HX520W Modular Power Supply.

Is not enough for the GPU you have it has an output of 480 watts.


2047MB NVIDIA GeForce RTX 2060

Requires a 550 watt minimal.


Which explains why you are seeing the graphics issue that you are having.
 
If the issue is just classic shell, and not some kind of fragment of the old OS interfering with the pc, that's fine.

I'll start looking into a 650-700w PSU. I'll try to have updates when I install it. Thank you for your help
