I deleted avast from my pc, and it's still working, so I tried to delete it from program files, but I didn't have the permission, even tho I'm an administrator. I tried something from this video:

and it didn't let me change the setting and I don't understand why

How did you delete Avast? Did you uninstall with its own uninstaller, just remove the folder/files, use Revo or another way?
did you run their cleanup tool after uninstalling?

i used its own uninstaller

did it give an error?
you could download it, reinstall just to remove it 'cleanly'.
but if the system has stopped you uninstalling, it will probably stop you from reinstalling.

is this PC on a domain? I'm curious as to why it says BUILTIN/administrator?

my pc is not on English, I changed the language to English and it says this: you require permission from an administrator to make changes to this folder
and I first uninstall the software and after that tried to delete the file

Did you restart the PC after removing Avast? What about after running the removal tool?
If yes & you still have problems then you most likely will need to reinstall it & then use the tool or Revo uninstaller to completely remove all traces of the program.
